Electricity powers Ontario
The Ontario Electricity Market
Homeowners, small businesses, and certain designated customers are part of the regulated price plan (RPP) set by the
Ontario Energy Board (OEB). The threshold for residential consumers under the RPP varies by season to
reflect changing consumption patterns. Non-residential consumers under the RPP have a year-round price-threshold of 750 kilowatt hours
(KWh) per month.
Regulated Price Plan Rates

Winter 2006/07 Regulated Price Plan Rates (November 1, 2006 - April 30, 2007)
- Residential Users
- 5.2 US¢/kWh for the first 1000 kWh in a month
- 6.0 US¢/kWh for each additional kWh
- Low volume business users
- 5.2 US¢/kWh for the first 750 kWh in a month *
- 6.0 US¢/kWh for each additional kWh
- * The 750 kWh threshold does not change throughout the year
- Industries and businesses that use more than 250,000 kWh of electricity a year pay the hourly wholesale price*
- Average weighted price for October 2006 3.68 US¢ /kWh
- Average weighted price since January 1, 2006 4.34 US¢ /kWh

Smart Meters
Smart meters track how much electricity you use and when you use it. The Ontario Energy Board (OEB) ahs established a
set of rates for smart meter users that allow them to shift their electricity use to take advantage of lower prices during off-peak hours.
