Immigration Procedures


The admission of key business personnel with specialized skills and training is often crucial to the successful operation of companies in Ontario. The Ministry of Economic Development and Trade through the Business Immigration Section in Toronto works with Ontario companies and multinational corporations which are establishing or expanding operations here, to provide consultation services on immigration procedures for transfer of key personnel.

In Canada immigration is a federal responsibility and the authority to grant entry to temporary foreign workers rests with the federal government. The Province of Ontario participates in immigration programs particularly where economic considerations apply.

To temporarily work in Canada persons who are not Canadian citizens or permanent residents usually require a work permit. There are exceptions to this general requirement and several Immigration Regulations are particularly applicable to international companies looking to set up operations in Ontario. Spouses of foreign workers

Spouses including common-law partners, of highly skilled persons in Canada on work permits may also work in Canada. In order to qualify, the applicant's spouse must possess, or have been approved, a work permit with a duration of six months or more in a management or high skill occupation as defined in the National Occupation Classification. Spouses may be issued open work permits, i.e. they do not need to have a job offer from a Canadian employer, at the time they apply for entry to Canada.
